RESUME

  • PERSONAL PROFILE

    I am an independent consultant with 30+ years experience working at Statistics Denmark and as a consultant for statistical organisations in Europe, Asia, Middle East, Latin America and Africa. I have theoretical and practical expertise in change processes and in production of official statistics fulfilling user needs using various statistical quality frameworks and statistical standards: the Generic Statistical Business Process Model (GSBPM), and other models and standards: GAMSO, BPM, GSIM, DDI, SDMX etc

    In the last 15 years I have specialized in change processes, quality and metadata. I took part in developing the standards GSBPM, GAMSO and quality reporting standards used in Europe.

    From 2012 to 2017 I headed the work on preparing and implementing the Strategy on Quality and Metadata for Statistics Denmark. The work was framed by the European Code of Practice (CoP) and Quality Assurance Framework (QAF). It included managing changes in all parts of a complex project on the implementation of an integrated and standardised quality and metadata-framework covering infrastructure, data, applications and processes. One of the results are standard based quality reports for 300 surveys. Link 

    Recently I conducted two large 10 days trainings in quality management in official statistics in Bangladesh. The list of participants included persons from the Central Bank, the ministry of finance and other external organisations in Bangladesh. The training courses used partly the ideas offered in Sustainable changes using quality frameworks and standards.
    The participants are now familiar with, and can use:

    - a user-producer communication model
    - UN Fundamental Principles of Official Statistics.
    - UN National Quality Assurance Framework (UN-NQAF).
    - Quality reporting using the SDMX standard.
    - the Generic Statistical Business Process Model (GSBPM).
    - the Generic Activity Model for Statistical Organisations (GAMSO)

    As an add-on to the training course on sustatiable changes I offer consultancy and the tool SDG coordinator. 

    The main ideas behind SDG Coordinator are: data for the production of SDG indicators already exist, that solutions prepared must make sense for stakeholders and that the coordination must be supported by simple tools that contain relevant standardized metadata and other information to be disseminated and shared among stakeholders.     I have a particular interest in ensuring democratic fulfilment of user needs based on models for interaction between users, management (at all levels) and statistical production processes. Statistical information and other trushworthy information must be the evidence behind facts in the public debate. E.g. the implemention of Sustainable Development Goals (SDG) must connect policitical goals (international and national) and initiatives with concrete implementation of SDG indicators.

    Behind this interest lies a passion for political philosophy and theories of society. In my spare time I work on SDG-software and a book about Information in a Sustainable Society.
