Introduction

This section focuses planning. I helps you to understand generic knowledge about planning and how to evaluate and improve existing plans.

Preparing and implementing strategy is widely discussed and there is no common best practice on process and  content of a strategy. The approach used here is based on the following five aspects:

a. Two Main Objectives for the strategy

The strategy has a dual purpose:

  1. Set direction and establish priorities – This aims to provide clarity on the organizational goals and guide actions to achieve them.

  2. Function as a communication framework – This allows the organization to reflect on its current status and self-adjust in response to changes in the external environment, ensuring ongoing alignment with evolving needs.

b. Function-Based Planning Using the Generic Activity Model for Statistical Organisations. See figure 1 below

The planning is structured around function-based initiatives, ensuring alignment with the NSO’s core functional areas:

  • Strategy & Leadership

  • Capability Development

  • Corporate Support

  • Production

By using the GAMSO framework, the NSO addresses structural challenges like fragmented processes and resource gaps in a holistic manner, avoiding siloed efforts. This results in a targeted roadmap where each major program is directly linked to the function responsible for executing solutions.

c. Three-Step Problem-Solving Process to Prepare the Multiannual Plan

The multiannual plan follows a three-step problem-solving process:

  1. Describe current situation and issues – Identify and understand the existing challenges, limitations, and gaps within the organization.

  2. Find proposed solutions for desired situation (with AI) – Explore potential solutions, leveraging AI where applicable, to move the organization from its current state to a more efficient and effective future state.

  3. Decide – Make decisions based on the proposed solutions, ensuring alignment with strategic goals and organizational capacity.

d. Quality frameworks, the statisttal law and standards as an   umbrella

  1. The Quality Framework, law and standards work as an umbralle spider in the network of changes ensuring coherence, common terminology and understanding
  2. E.g. self-assesments using quality framework provide a full picture to be used as valuable information in desrining and understanding the current situatioin

e. Outline of a Multi-Year Plan

The multi-year plan follows this structure:

  1. INTRODUCTION

  2. CURRENT SITUATION

  3. MISSION, VISION, AND STRATEGIC PROGRAMMES

  4. COORDINATION AND GOVERNANCE

  5. MONITORING, LEARNING, AND ADJUSTMENT

Chapter 2 covers the current situation, detailing existing challenges and issues. Chapter 3 addresses the desired situation. The chapters seen together  is the result of the problem-solving process described above. Chapter 4 focuses on coordination across the National Statistical System (NSS) to ensure alignment and collaboration. Chapter 5 ensures formal reflection, learning, and ongoing adjustments, fostering continuous improvement and adaptation.

This structure provides a clear framework for guiding the organization's long-term strategic direction while ensuring that it remains responsive to changes in its environment.

This app will evaluate your existing multi year plan (strategy) using the the multi annual plan guide. You can download the multi annual plan guide HERE. Note the content in the guide is UN-NQAF, GAMSO and the generic Law on Official Statistics and other best practices. Do also see the introduction to guide in beginning of this page.
